Wow. If the picture were a bit bigger you could see the graffiti. I had to enlarge it to see the graffiti and that's fine. A lot of people will just look and because the picture is so small, will not see the artwork or graffiti on the end of the buildings.
It begs the question how it got there? The only way I can figure it out is that there was another building close or adjoining this one and then they different floors could be reach for the graffiti artists to do their work.
